[ITS-EXEC] Using The ITS For Events

Due to the increasing number of groups using the ITS for "events" I have created an entry on the ITS web page. Hopefully this may reduce any conflicts that may occur if any group shows up un-announced.

This obviously will not affect any member group who wishes to dis connect their repeater from the ITS for their use.
