[ITS-EXEC] "Solar Panel Theft" Audio on ITS

I heard the automated messages about "Solar Panel Theft" at Newcastle
Ridge today.  I did not hear about what this was but I presume there is
a voltage supply issue or damage to the panels?

I have a source who will be spinning a remotely controlled pan-tilt-zoom
IP camera @ New Castle Ridge tomorrow to snap a photo of the solar panels.

Is this necessary or do we know whats wrong?
