[ITS-EXEC] Proposed ITS Net

The request was from the Vancouver Island PEP Amateur radio coordinator. In his request he stated that they were very aware that our sites were solar power. They realize that they are visitors on our system. He said it would be on trial for 2 months. If there is a problem the net could be suspended or cancelled.
